Can the same screen handle morning arrival too?

Yes — add an arrival scene with drop-off instructions alongside the dismissal scene, and the board rotates between them on the durations you set. Many offices simply leave both in rotation so the screen is useful at both ends of the day.

What TV works facing a window or the parent loop?

Any TV that can open a URL — a school smart TV, or an older set with a Chromecast or Fire TV stick. Because it is just a browser page, IT does not need to install or maintain any signage software.
